- Tenders are invited for Validation of MICA tools EUROCONTROL* is an intergovernmental organisation with 41 Member and 2 Comprehensive Agreement States. We are committed to building, together with our partners, a Single European Sky that will deliver the air traffic management (ATM) performance required for the twenty-first century and beyond. Technical subject matter: The EUROCONTROL MICA (Mode S Interrogator Code Allocation) Cell coordinates the allocation of Interrogator Codes (IC) and coverage maps to Mode S radars, civil and military, with a fixed position in the ICAO European region on behalf of the ICAO European Regional Office. The MICA tools, ICAT+ and SMGET, are used to process the allocation of Interrogator Codes and coverage map to Mode S radars. The MICA tools have been deeply modified in 2020/2021, and need to be completely revalidated. The Mode S Interrogator Code Allocation function is part of the Network Manager function regulated by COMMISSION IMPLEMENTING REGULATION (EU) 2019/123 of 24 January 2019 laying down detailed rules for the implementation of air traffic management (ATM) network functions. Therefore the validation of the MICA tools has to be performed in accordance with SES regulatory framework applicable to service providers, i.e. the Commission Implementing Regulation (EU) 2017/373 of 1 March 2017 laying down common requirements for providers of air traffic management/air navigation services and other air traffic management network functions and their oversight.
