Description:
Tenders are invited for Technical Support to ELPAC. The development and delivery of an ICAO English Language Proficiency test (LPR test) for air traffic controllers and pilots is part of Aviation Learning Centre services in Luxembourg. ELPAC tests English language proficiency at ICAO levels 4, 5 and 6 ELPAC is a web-based test. This will not only ensure that test administration is as economical as possible but it also fosters a high level of test security and ensures confidentiality of all content. There are two test papers - Listening Comprehension and Oral Interaction. ELPAC is a service to Air Navigation Service Providers (ANSPs), Airlines and Aviation Training Organisations worldwide. The ELPAC model is that EUROCONTROL develops and maintains the ELPAC method of assessment and the infrastructure (application) supporting the administration and delivery of the ELPAC test, while the ELPAC test user organisations are responsible for local implementation and delivery of the ELPAC tests via the EUROCONTROL ELPAC test application in order to comply with the licensing requirements of their operational staff (air traffic control and/or flight crew license holders). The aim of this call for tenders is to select a technical supplier and tool (application) that would support the worldwide operation, management and further development of the ELPAC test for maximum 5 years.
