• Description:
• The assignment concerns an evaluation of the Environmental Enforcement Program. On the one hand, this entails an evaluation of the implementation of the current Environmental Enforcement Program, as part of an initial periodic reporting by the Flemish Government cf. the Environmental Enforcement Decree on both enforcement implementation and environmental enforcement policy (the Environmental Enforcement Report 2025). This should result in a document that can be part of this OHR 2025. On the other hand, it must be evaluated the 'Environmental Enforcement Program' instrument will be created, looking ahead in order to keep up with a new environmental policy and be prepared for the future. We want to start from a process of reflection and vision formation gain insights into possible actions for adjustment and optimization, both with regard to the implementation and further development of the Environmental Enforcement Program. Finally, a script must be developed to translate the developed vision a relevant and effective environmental enforcement program. To ensure the independence of the evaluation, we rely on an external contractor. The evaluation by the external contractor must contribute to an evaluation that is not only wants to 'justify' results, but also introduces policy learning and organizational/process/strategic learning and a system dimension.
