Please note that this is not a call for tenders but a publication announcing the Contracting authority-s intention to publish a future negotiated low or middle valueprocedure. As JRC is developing performance requirements for handheld detectors in collaboration with DG HOME and equipment manufacturers, we need to purchase a commercially available handheld Raman spectrometer to perform pre-normative research, develop performance requirements, and develop a testing methodology. Here are a few requirements of the technical specifications: - The system must be based on Raman spectroscopy. - The system must use a laser with a nominal wavelength between 785 and 1064 nm. - The system must be a handheld system and shall weigh no more than 3 kg. - The system must identify at least the following substances: TNT, PETN, RDX, HMTD, DNT, HMX, TATP, EGDN, ETN, nitroglycerin, ammonium nitrate, and urea nitrate. - The system shall be delivered and made operational at JRC-Geel premises (Retieseweg 111, Geel, Belgium) within 3 months after signature of the contract by the Contracting Authority. - On-site training will be provided in English within 14 days of delivery. - In case of a breakdown of the system during the warranty period, the tenderer undertakes to provide, within 10 working days, a diagnosis and repair, or, if necessary, a temporary replacement of the unit free of charge. ....
