- Description:
- The object of the contract is the provision of services relating to strategic support for the development of PACE2040. Description of the services to be performed: The strategic support aims to support the administration in the development of the Air Climate Energy Plan 2040. This support will take the form of a portfolio of structuring policies and measures enabling Walloon climate, energy and air quality objectives to be achieved in 2040. In addition, a flexible tool in Excel-type format will make it possible to estimate the individual impact and cost of each of the measures and to adapt them subsequently. Then, all the macroeconomic, health, environmental and social impacts on employment, education and qualifications of workers of the measures as well as their social acceptability and the risks linked to their implementation must be evaluated, qualitatively and quantitatively as far as possible. Finally, the cost of the measures will be presented indicating the type of cost (CAPEX/OPEX), the sources of financing considered (private - citizens, businesses, financial institutions -, public - European, federal, regional, local budget, support mechanism, etc. -). Each measure will also be presented in terms of cost per tonne of CO2/pollutant reduced.
