- The subject of the market relates to the provision of services relating to the total revision of a global municipal development scheme in accordance with regional planning legislation, in particular articles D.II.9 and D.II.10/1 of the Territorial Development Code. A diagram of theProcedure for the development of an SDC is taken up in appendix 10. Description of the services to be executed: • Phase 1: contextual analysis • Phase 2: establishment of the preliminary project • Phase 3: Report on environmental impact (this phase is the subject of a distinct public market) • Phase 4:Establishment of the municipal development scheme project • Phase 5: Establishment of the final municipal development scheme and environmental declaration.
