• This is a service market aimed at carrying out an inventory and analysis of the supply of higher education in the Wallonia-Brussels Federation in order to inform the Government's strategic choices in terms of planning and adequacy. to the objectives initially set by the legislator and optimization of the resources allocated in the context of a closed envelope. In accordance with the Community Policy Declaration 2024-2029 and taking into account closed envelope financing, the increase in the student population and the objectives in terms of regulating the supply of higher education prescribed by the decree of November 7, 2013 defining the landscape of higher education and the academic organization of studies, the Ministry of the Wallonia-Brussels Federation wishes to have an in-depth, criteria-based and updated inventory of the Higher Education offer in its territory, the service provider must provide an analysis aimed at clarifying the strategic choices of the Government in terms of planning, adequacy with the objectives initially set by the legislator and optimization of resources. The objective is therefore also to submit to the Government concrete proposals for improvement for better structuring and management of the teaching offer.
