Research into an optimal Flemish personal income tax
The Finance and Budget Department wants to conduct an investigation into what an optimal personal income tax could look like for Flanders. The current Flemish powers in personal income tax are determined by the special financing law, the latest version of which entered into force on July 1, 2014 and applies from the 2015 tax year. Although the 6th state reform has strengthened the tax autonomy of the Flemish Region, the makes the current distribution of competence it is not always possible to achieve an optimal Flemish personal income tax. Scope of the study:- Definition of an (economically) optimal personal income tax, in the light of optimum tax theory (Mirrlees, 1971), and with attention to the various international Recommendations for Belgium about this (from OECD OECD and European Commission) .- Analysis how Flanders, without taking into account the current division of powers, can achieve an optimal Flemish personal income tax.
