- The purpose of this public contract is to make available, in the form of rental, software intended for the management of public contracts. This software must allow the encoding and monitoring of all public contracts managed by the contracting authority. and, more particularly, the management of the main stages of the procedure, namely: - the decision in principle (approval of the contract documents and the award method); - the award decision (preparation of the tender examination report and designation of the successful bidder); - the execution of the contract, including all the elements covered by the royal decree of January 14, 2013 establishing the general rules of execution. The successful bidder must ensure the recovery and migration of data currently contained in the existing software, in order to guarantee the continuity of the contracting authority's missions. The technical details as well as the needs of the contracting authority are detailed in the technical description of the contract. this special specification.
