• 1. Presentation of the NGO and the context: 1.1 Presentation of RCN Justicer of social transformation and that there is a plurality of models of justice. To serve society and people, justice must adapt to the social, economic and cultural contexts in which it is deployed, it must be accessible to all and establish standards and practices.positive guarantees of freedom and equality before the law. This vision of justice pushes us to value, beyond the judicial response, all the mechanisms capable of lastingly resolving conflicts and meeting the reparation needs of victims (mediation-conciliation, justice).restorative justice, transitional justice, etc.). In the context of African societies, the NGO pays particular attention to legal pluralism (law/custom), to a constructive articulation between customary justice and judicial justice and to the development of a more honest and fair justice.respectful of human rights. RCN Jlities Support the empowerment of citizens and civil society actors in order to know, defend and claim their rights, duties and responsibilities Create meeting spaces between justice professionals, civil society, administrative and customary authorities and the populationlation in order to collaborate and exchange their expectations with a view to improving their respective practices in matters of justice Conduct analyses, studies and advocacy for the improvement of normative frameworks and justice policies The NGO is currently active in 6 countries : Belgium, Burundi, Burkina Faso, Morocco, Democratic Republic of Congo and Rwanda. 1.2 Celebration of 30 years of the RCN J organizationarea in a cultural place in Brussels intended to highlight the organization, while carrying a strong message towards the general public, and in particular Afro-descendants, political decision-makers, justice actors, as well as the all of our members, employees and partnerspartners of international solidarity (technical and financial partners, INGOs, volunteers, etc.). 2. Description of the service The service sought aims to produce a 52-minute documentary film based on existing audiovisual productions made available by RCN Je expected deliverable A 52-minute documentary film subtitled in French, Dutch and English. 4. Profile of the service provider(s) Proven experience in the field of audiovisual production and film and video production Proven skills in script writingand production of documentary films Having already made documentary films related to justice and the context of the Great Lakes 5. Budget The financial offers must specify: - The number of people/days planned detailed by phase/step - The requested daily cost of consultants6. Terms of the call for tenders, selection procedure and deadline 6.1 Content of the offers The offer submitted must consist of the following elements: - the technical offer including: o a presentation note of the methodology used o the profile of the service provider or team selected and thes CV proposed by highlighting the experiences linked to the purpose of the service o One or more references attesting to the productions carried out and/or links to the productions o the estimated intervention schedule, as well as an estimate of the costs in number of days of delivery - the ofinancial offer including the overall budget (excluding tax) in euros and detailed prices (fees, daily allowances, etc.) presented by type of cost, each cost must be detailed by unit, number of unit and total. - A declaration on honor signed by a person authorized to commitr the candidate company and indicating that it is not in any of the following situations: o 1 - Is in a state or is the subject of a bankruptcy, liquidation, judicial settlement or preventive composition procedure , cessation of activity, or is in any similar situation reresulting from a procedure of the same nature existing in national laws and regulations. o 2 - Has been the subject of a conviction pronounced by a judgment having the force of res judicata for any offense affecting their professional morality. o 3. Has been the subject of a judgment havingres judicata for fraud, within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities; corruption as defined in Article 3 of the Council Act of May 26, 1997; participation in a criminal organization such as challengedenied in Article 2 of Joint Action 98/733/JHA; or any other illegal activity which would harm the financial interests of the European Union. 6.2 Selection of the service provider(s) The offers will be evaluated on the basis of 3 criteria: - the quality of the methodological offer (30% of pointsts) - the profile, experience and previous achievements of the proposed service provider(s) (40%); - the proposed budget (30%).
