Object of these services: Appointing a designer to draw up a municipal spatial implementation plan for the center of Willebroek, including a plan-MER screening.
Explanation of the assignment:
On August 22, 2025, the mayor and aldermen gave the approval for: the start of the procedure to draw up a new spatial implementation plan for the center of Willebroek, to provide the necessary estimated budgets for this (drawing up a RUP, including a plan-MER screening, with optional (if this is required by decree):
1. layout of a MOBER
2. drawing up a plan-MER procedure.
The current Spatial Implementation Plan No. 3 'Willebroek Center' was approved by the municipality of Willebroek on February 21, 2013.
On May 28, 2024, a strategic master plan for the center was drawn up in the context of core reinforcement and upgrading of the center. approved including a concrete action plan.
The start of a new spatial implementation plan for the center results from the approved one action plan, in particular action number 1.6: adjust RUP center. This results in the preparation of a new RUP for the center of Willebroek.
In the frame van this action plan, a new spatial implementation plan must be drawn up to translate the vision of the strategic master plan for the center within a legal framework and, among other things, to guarantee the right of pre-emption.
