Justification on a decree basis: the Flemish Codex Spatial Planning (VCRO), article 1.1.3. that the spatial planning of Flanders, the province and the municipality is laid down in policy terms in spatial structure plans or in spatial policy plans. Justification from a municipal context: This assignment covers the framework of a new spatial policy for the merged municipality of Merelbeke-Melle. To date, the merged municipality has two different spatial structure plans, two different urban development regulations and, in addition, a lot of various uses and applications of spatial frameworks as (assessment) framework for spatial policy. There is therefore a need for a clear municipal spatial policy plan that, together with two urban development regulations, forms the basis for the desired sustainable spatial development. from the municipality of Merelbeke-Melle. Preliminary phase: The Merelbeke spatial structure plan was approved in 2005. The Melle spatial structure plan was approved in 2011. The Merelbeke urban development ordinance was approved in 2012. The Melle urban development ordinance was approved in 2012. In Merelbeke, a process for drawing up a spatial policy plan ran until 2023. Due to the merger, this process was stopped in the preliminary design phase as a spatial policy plan needs to be drawn up for the entire territory of the merged municipality.
