- The mission described below is part of the financing reform of local police zones, as provided for in the government agreement, and takes place within the framework of the work of the multidisciplinary committee for the financing and size of local police (MCFS). The mission is to scientifically and statistically support the methodology proposed by the MCFS to determine a minimum capacity by police zone and the associated calculation of the amounts of federal allocations for each police zone. This methodology takes into account the morphology of the area and the workload, based on the seven basic functions. In addition, it is necessary to develop a transparent and dynamic statistical model as well as an interactive tool to determine the minimum capacity by police zone, with correct weighting coefficients and an automatic translation in federal endowment amounts. This tool/simulator should make it possible to simulate in a simple and dynamic way how the adjustments of the parameters or external factors influence the required capacity and the corresponding federal endowment by zone.
