The regional public service Brussels Urban Planning and Heritage (hereinafter appointed Urban.brussels) is an administration of the Brussels-Capital Region. His main objective is to support the territorial development of the region in a sustainable manner, by implementing the policy Regional in terms of urban planning, movable cultural heritage and real estate and management of operational urban revitalization programs. urban.brussels conducts these missions by means of various operational directions, one of which is the direction of urban renovation. One of the missions of urban renovation is to communicate to the pre -empty power that a property is subject to a sale, and therefore, that they can exercise their right of pre -emption according to criteria which are included in the Brussels code of the 'Spatial planning (Cobat). The Directorate of Urban Renovation of the Brussels-Capital Region (RBC) plays the role of organizer of the execution of the right of preemption between a pre-empty power and the sellers, represented by the notaries.
