- Design and execution of energy renovation work on several buildings on the site of the Alexiens Brothers Psychiatric Clinic as well as the maintenance of technical installations including the total guarantee. The candidate undertakes to: a) Design and carry out the energy works (Energy Performance Improvement Actions (AAPE)) in accordance with the rules of the art and in the prescriptions and standards set by the CSCH, if necessary modified, following negotiations after the submission of initial offers, b) Maximize, through the design and implementation of the AAPEs, energy savings and the reduction of greenhouse gas emissions, c) Design and carry out the AAPEs as quickly as possible so that the PAB can benefit as quickly as possible from energy savings in the buildings targeted by the work. d) Ensure the operation-maintenance and total guarantee of the technical installations In the context of this contract, the Contracting Authority wishes to deviate from the prescribed by Article 57, Paragraph 2 of the law on public procurement (law of June 17, 2016), according to which the total duration of the contract cannot generally exceed four years from the conclusion of the contract. In the case of this specific market, the total duration of the contract is set at 10 years. This spacing is justified (i) by the technicality and lifespan of the planned installations (in particular large-power cogeneration) which require continuity in their operation and maintenance, (ii) the necessary interoperability between the duration of the contract and the lifespan of the most sensitive equipment (cogeneration) with regard to the total guarantee services, finally (iii) the...
