- The Call for Constructive Approach to Public Procurement (CBO) is a competitive procedure with negotiation based on Art. 38, ยง1, 1, c) of the Public Procurement Act of 17 June 2016 in compliance with European publication rules. Entrepreneurs are appointed via the CBO procedure whoarrange for the design and construction of social housing on lands that they will sell to a social housing company (SHM) or housing association (WM).
