- The procedure will proceed as follows.
•Initially it will be verified that the tenderers are not in a state of exclusion and meet the set selection conditions (see Part 1 - 8.1 and 8.2 of the concession documents).
•Then the regularity is checkedone of the tenders submitted by the (subject to) selected tenderers in function of the implementation conditions (see Part 2 of the concession documents). In accordance with art. 30 §2 of the Concession KB, the possibility is provided to offer tenderers the opportunity to submit (non-)substantial irregularitiesto regularize moderations.
•After this regularity investigation and an initial evaluation of the offers and the set award criteria (see Part 1 - 8.4 of the concession documents), a negotiation phase can be foreseen. In that case, all (subject to conditions) selected tenderers will notify met a regular quotation, possibly regularised, will be invited for the negotiations, consisting of one or more rounds. The possible negotiation phase is aimed at offering tenderers the opportunity to explain and adjust their proposal, taking into account the insightof the contracting authority with a view to global optimization of the relevant proposal. The possible negotiation phase is concluded with a request for final quotations.
