- This contract concerns the appointment of a service provider in relation to the MARTINE electoral application with a view to its use and maintenance. The contracting authority chooses the competitive procedure with negotiation. The market does not include lots. Although the single lot includes several services, it is not possible to split this market into several lots because the different services require in-depth knowledge of the entire application and the services to be delivered. Different providers could therefore not acquire such overall knowledge. A central purchasing office will be concluded between the management service and the successful tenderer, via which the FPS Interior, the FPS Foreign Affairs, the Regions/Communities, the main electoral offices, the municipalities and the provinces will be able to order services, namely in a non-exhaustive manner: - Technical support services for the application developed during electoral periods. - Provision of computer equipment necessary for the use of the developed application. - Martine software maintenance services. This aims to provision of new versions of software which include either security updates, corrections, or modifications made necessary by current legislation, or even new functionalities.
