- DM/SEC-21/08/2025-29 - 1 The current assignment concerns the implementation of the 2025-2029 coalition agreement to investigate whether it is desirable to actually switch to a cadenced rail supply in the long term for rail in Belgium, identifying the necessary steps in the short and medium term and the practical modalities for the gradual introduction of the alternative long-term operating model (2050+) by rail, in particular in the context of liberalization of the domestic rail passenger transport market. The current federal government wants to investigate whether it is appropriate to effectively switch to a cadenced timetable, inspired in particular by the Swiss model, based on the study of the “integrated timetable” carried out within the FPS Mobility. The aim of the proposed reforms should be measured “in terms of punctuality, reliability […] of passenger numbers, intermodality and efficient use of resources”. The successive short and medium term steps of this plan must be analyzed in detail and also take into account the context in which they will take place, in particular the European obligations under the Rail Capacity Initiative and the liberalization of the domestic passenger market by 2032.
