- Tenders are invited for Automatic Safety Monitoring Tool (ASMT) Software Development v6 TECHNICAL CAPACITY CRITERIA ISO 9001:2015 certified 2a. Software quality and security assurance standard specific for the development of software-Standards and Best Practices. 2b. Use of Agile development software methodologies, continuous integration and continuous deployment strategy Technical and Professional Capacity to deliver on the project, including experience with similar projects and sufficient resources TECHNICAL ASSESSMENT CRITERIA 1a. Master in Aerospace engineering and/or Air Navigation or Air Traffic 1b. Master in computer science 1c. English fluent (writing speaking, reading) 2a. Knowledge in Operational Safety Principles 2b. Other European Languages than English could be an asset 3a. Proven record in implementation of SW development methodology acquired within industry and delivery of SW for similar tools 3b. 8-10 years knowledge of ASTERIX data format and decoding process 3c. 5-7 years knowledge of Java, Spring Boot, Angular 3d. 5-7 years of knowledge of big data analysis. Data collection strategy and statistical analysis also with other modes of transportation than Aviation 3e. ATM Safety and ATC operations expertise in more than 1 centre and more than one type of ATC (En-route, Approach, Tower) 3f. 10 year minimum experience in working with International Organisations or industries to manage project in safety domain 3g. Knowledge of EC Regulatory framework in particular the performance regulation 4a. Familiar with ANSPs Operational Data Processing principles in particular for safety occurrence reporting 4b. Good knowledge (user level) of SAFTOOLs: eTOKAI and RAT, and with Microsoft Power BI Tool would be an asset 5a. Strong skills (See skills required in section 3.2 of technical specs and length of experience 8-10 years) in development of SW for tool similar to ASMT, in particular their application to ATM-Safety acquired within the Company core business 5b. Relevant experience (in similar projects and in length of experience 8- 10years) in application of statistical methods 5c. Proven experience (8-10 years) of Project Management for similar tools Frontline experience with similar tools, human machine interface, and safety performance evaluation are highly desired.
