• Tenders are invited for Assistance in Surveillance Evaluations and Specifications EUROCONTROL* is an intergovernmental organisation with 41 Member and 2 Comprehensive Agreement States. We are committed to building, together with our partners, a Single European Sky that will deliver the air traffic management (ATM) performance required for the twenty-first century and beyond. Technical subject matter: In the context of the Surveillance Domain work, support is provided to the stakeholders for implementation, modernisation and optimisation towards improved operational performance, including the Operational Excellence Programme (OEP) activities. This covers areas such as operational and technical support, specifications and guidance material, support to ADS-B implementation equipage monitoring etc. The integration and optimisation within SUR, CNS and with other domains or activities is also of high importance. The above requires participation & support to Working Arrangements (including Agency working arrangements as well as EUROCAE/RTCA, ICAO etc.). TECHNICAL ASSESSMENT CRITERIA University degree in Engineering or Mathematics/Physics Post-graduate degree (PhD), in a relevant surveillance technical field Excellent knowledge of English (oral/written) proven by past experiences or by a certificate. Proven strong experience in Surveillance systems in general and ADS-B, MLAT in particular Proven strong experience in the operational, safety and performance requirements relevant to surveillance applications, as well as in Performance-based Surveillance Proven in-depth theoritical knowledge and strong practical experience in surveillance data processing and distribution systems, including tracking systems development, tuning and evaluation Proven experience with evaluation/validation of end-to-end surveillance systems Proven strong knowledge of airport surface surveillance systems Proven strong experience of the monitoring of surveillance systems (incuding ground systems and avionics) Experience from co-operation with stakeholders such as ANSPs, Airlines or Industry Participation in international working groups.
