- Assistance with the legal, financial and operational application of European regulations on State Aid, optional subsidies and allocations managed by Brussels Economy and Employment, for the powers of the Minister in charge of the Economy.
The objective of this mission is to assist BEE in the legal, operational and financial translation of the legal requirements of European regulations on state aid, applicable to the different types of subsidies listed above. The service provider must in particular: 1. Carry out occasional analyses, allowing to determine whether an intervention must be qualified as State aid, for example on the basis of the presence or absence of an economic activity as defined at European level (exchange of goods and services on a given market), and if necessary the best way to make the aid compatible with the internal market, specifying all the elements leading to the conclusion of the analysis (specify the market and the prices commonly practiced to compare with the prices or free services offered, etc.). 2. Develop a standardized calculation tool to calculate the gross grant equivalent second level aid in terms of support, financing and accommodation for businesses. 3. Carry out occasional market studies to confirm (or refute) any obvious market failure in the provision of support services, financing or hosting of businesses. 4. Assist BEE in the revision and adaptation of documents related to the granting of different categories of aid, 1st and 2nd level, in order to systematically take into account all conditions lawyers... - Documents:
