  • Assist DG MOVE in developing technical implementation guidance for the development of the eFTI exchange environment, to ensure a timely and coordinated implementation of the eFTI Regulation requirements in all the EU Member States
    Please note that this is not a call for tenders but a publication announcing the Contracting authority-s intention to publish a future negotiated low or middle valueprocedure. In line with Article 8 of Regulation (EU) 2020/1056 on electronic freight transport information (eFTI), DG MOVE prepared implementation specifications, to be adopted by the Commission in the form of an implementing regulation. These specifications detail the measures to be put in place by the Member States, to comply with their respective requirements under the eFTI Regulation. The implementing regulation has already received positive opinion from the Digital Transport and Trade Facilitation (DTTF) Committee, and is expected to be adopted by the College in May 2024. The implementing regulation contains references to "technical guidance documents" that will provide detailed and non-binding technical documentation, drawn up by the Commission in cooperation with Member States, to support the implementation of the specifications provided in the implementing regulation. The provision of such technical guidance documentation by the Commission is a common good practice to support the implementation of policy initiatives with a highly technical content, and particular as regards the establishment of EU-wide cross-border electronic exchange environments, where harmonised implementation by the Member State is essential to ensure their functioning. Examples include the Union electronic customs systems (under Union Customs Code Regulation (EU) No 952/2013), the Once Only Technical System (under the Single Digital Gateway Regulation (EU) 2018/1724), or the European Maritime Single Window environment (under EMSWe Regulation (EU) 2023/205). With the entry into force of the implementing regulation, expected September 2024, the countdown for the Member States to meet their implementation obligations will start. And many Member States view as essential the availability of the implementation guidance documents as soon as possible as of that date, as that would allow them to more accurately define their procurement requirements and budgetary allocations. The contractor is expected to assist DG MOVE.D1 eFTI team in drawing up these technical guidance documentation, based on preparatory technical documents already developed under a previous external contract supporting the preparation of the eFTI Regulation implementation specifications, but also using their own technical expertise to revise and complete the technical specifications included in those documents. The contractor is also expected to assist the Commission in presenting and discussing the technical documentation with the Member States' experts, and assist with finding agreements on technical solutions that can be cost-effective for all Member States.
