The Flemish Government has awarded a major framework contract valued at €265 million to TK Elevator Belgium for the preventive and corrective maintenance of lift installations and lifting equipment across Flanders and Brussels. The award, published in the Official Journal of the European Union (OJ S 196/2025), underscores the region’s commitment to maintaining safety, reliability, and efficiency across public infrastructure.
The awarded framework agreement, launched under procedure 2025/HFB/OP/136063, covers the servicing of approximately 100 elevators and lifting devices spread across 40 government-owned sites. The contract allows for changes in both the number of lifts and the service locations during its execution, offering flexibility to accommodate new facilities or modifications in the existing infrastructure portfolio.
The Agency for Facility Services, acting on behalf of the Flemish Government as a central purchasing body, will coordinate implementation under the framework agreement.
The open procurement process attracted three bids, with tender values ranging between €183.9 million and €261.7 million. Following evaluation, TK Elevator Belgium was selected based on a balanced combination of price (60 points) and service quality (40 points) - including maintenance efficiency, digital service capabilities, and response times.
The contract, which was signed on 6 October 2025, is structured as a framework agreement without reopening of competition and does not have a fixed duration limit, ensuring ongoing operational continuity for public facilities.
The scope of the contract extends beyond routine preventive maintenance to include corrective interventions, technical inspections, and compliance with safety standards as set out in the Belgian Public Procurement Act of 17 June 2016.
A significant emphasis is placed on digital transformation, with the tender requiring a user-friendly digital platform for service reporting, scheduling, and performance monitoring - ensuring transparency and real-time oversight of maintenance activities across all serviced sites.
This large-scale contract represents a critical investment in the operational safety of public buildings and enhances infrastructure sustainability within the Flemish region. By awarding the project to TK Elevator Belgium, one of the country’s leading lift service providers, the government aims to ensure high service reliability while leveraging advanced maintenance technologies.
With a total estimated framework value of €220.9 million and a maximum ceiling of €265.1 million, the agreement aligns with Belgium’s broader infrastructure modernization and digital public services agenda.
